Preheat oven to 350 degrees.
Beat the butter until fluffy.
Add sugar and beat until well blended.
Mix in eggs, one at a time, and beat well.
Add in flour mixture, then the milk and vanilla. Mix well.
Fill cupcake liners 1/2 full and bake 20-25 minutes or until knife inserted comes out clean.
While cupcakes cool, prepare Easy Butter Cream Frosting (Thank you MojoSavings.com) by combining the butter, confectioners sugar, vanilla extract, and heavy cream or whole milk together in a large bowl. Add creamy peanut butter to the other ingredients and mix all together with an electric mixer. Add milk as needed for consistency desired.
Frost cupcakes and add miniature Reese’s to the tops.
