Preheat your oven to 300*F.
In a saucepan, whisk together the honey, peanut butter, applesauce, apple juice, and oil.
Cook over medium heat until it simmers and thickens.
Remove mixture from heat, and stir in rolled oats.
Allow mixture to cool for about 15 minutes.
Stir in the whole wheat flour, and all purpose flour to form a stiff dough.
Divide dough in half.
Lightly flour a cookie sheet or counter, and roll one portion of the dough out to about 1/4 inch thick. Repeat with other portion.
Cut the dough out using a cookie cutter shaped like a dog bone (or other shape).
Place cookie cut outs onto an ungreased cookie sheet.
Bake for 20 minutes, turn the treats over and bake for another 15 minutes.
When all batches are done cooking, turn the oven off and place all of the treats onto one large cookie sheet.
Place the cookies in the oven for an hour as the oven cools.
Place dog treats in an airtight container to store at room temperature for up to one month.
